[Chapter-delegates] How to be fast? (was Re: Twitter officially banned in Pakistan - more to follow)

Eric,
We have to be careful on how we engage on matters of sovereignity lest we
have the very chapters banned in concerned countries. What we can do as the
ISOC community i to share with our colleagues in concerned countries how
they can engage the respective authorities amicably with a view to finding
solutions. Engagement is key in such scenarios but i don't support blanket
issuance of statements.
