[Chapter-delegates] LoA for good or bad?

To the contrary, the "idea" is not bad, but the sequence is. Either in an LoA or in the bylaws, the responsibilities of the Chapters and a means for resolving them (or in the unlikely possibility of revoking a Chapter's charter) should be set forth. No organization can afford to have rogue chapters. I assume you do not believe there should be no control.
