[Chapter-delegates] LoA for good or bad?

*"Either in an LoA or in the bylaws" *- this is one of the problems, 
that the LoA draft started to be discussed publicly, while there were 
hints that a Bylaws revision is going on somewhere and we will be 
surprised when we see it. A kind of "rogue" procedure.

not surprised that Alejandro asked this question. But I am surprised 
that it is necessary to ask this question - while we are having this 
very serious discussion since weeks and months.

organization can have "rogue" structures, where it is not sure if Joly's 
definition of "ISOC Global" carries the day, or if the LoA which is 
speaking a lot of unilateral "control" without appeal procedures and not 
much clarity when there is silence further "up."

I cannot help to feel so much similarity in this process: Our 
constitution says that the country is a "multi-party liberal democratic 
regime guaranteeing human rights and the respect of law" - no, we don't 
believe "there should be no control." But asking serious, detailed 
questions - just to take the example of the many questions raised 
related to INET Geneva - and not hearing much coming back, while the 
trade show preparation is proceeding, where supposedly "everybody can 
participate" as we were told. But why should we, given the still vague 
orientation of the program.

should not have started one, while we thought that ISOC is a fellowship 
of mutual concern.
