[Chapter-delegates] LoA for good or bad?

I realize it's mostly a matter of semantics but I, and I have suggested
this to Peter, have always used the term ISOC Global to refer to, well,
ISOC Global. I just see it as a Global chapter of which all the other
chapters and members belong..  But I think it implies the idea of
participation better than HQ which implies command and control.
