[Chapter-delegates] Has ISOC signed the Declaration of Internet Freedom?

Hi Veni,

it should be intention, plan, strategy, purpose, genesis, meaning,
wording in this order. I would not have concerns about meaning (as
far as there is one - to me it appears rather generic) and would
neglect the wording as long as I don't know about the rest. I
admit that a more open participatory process might disclose more
of the plan etc.
