[Chapter-delegates] Has ISOC signed the Declaration of Internet Freedom?

I don't really feel comfortable with the text - the way it is written,
it assumes there are no transparent and participatory processes in
today's Internet policy making. But there are, and we know of several
organizations, where everyone can be part of the process, where
everything is transparent. Just think RFC, for example;-)
If I were editing it, I would have put one "the" in front of
"transparent" - that would have changed the meaning of the sentence. I
am sure others may disagree with me, but as I said - I am not
comfortable with text, which to the non-native English speaker sounds
strange.
