[Chapter-delegates] Has ISOC signed the Declaration of Internet Freedom?

I do not agree if you are saying the existing processes and institutions are adequate places for Internauts to defend let alone assert themselves and interests of what is yet to be done from encroachments from all directions we see today. 

My take on these declarations and so on is that there is considerable frustration by internauts today and this is growing.
