[Chapter-delegates] Has ISOC signed the Declaration of Internet Freedom?

It is unwise to sign every statement you support before
having answers on the following questions: Why should I
sign? What changes if I sign? (E.g. supporting a specific
cause. Fostering solidarity with friends ... ) What are
the effects and what are the side effects? (Side effects
might be that people assume you team-up with the authors
on the cause of the document. A good reason not to sign
statements of the Internet Society of China just because
the wording is OK.)

In concrete: IMHO the declaration doesn't contain anything
I would object to. Nobody would. The tricky part is the
implementation when in comes to illegal/harmful content
vs. censorship; is affordable affordable? how universal
is universal? who owns innovations, who may use them? if
I'm open where goes my privacy? ... ISOC's mission as I
understand it is rather to give guidance in the
implementation process. Signing populist docs might be
done if useful ...
