[Chapter-delegates] Breaking the silence on the Global INET

hi Ed, All,

Thank you for your email.  Member-to-member communication is where we  
need to be -  that is clear. We have been slower than we should be on  
this and we need to catch up. But to do so, we need your help.

So, I really appreciate the work done by you and Elena to set up this  
platform. In the spirit of evaluating and testing out this platform,  
what do you see as the priority for the next steps? Is it encouraging  
(members) to join groups, post content and to give feedback?  
Furthermore, in the spirit of broadening communication would it make  
sense to ask Chapter members to join the groups, start new groups and  
post content. Is there anything we can do to help that?  I'd love to  
hear from others what they think of this platform. This will all help  
tremendously.
