I think Inet is not the big  issue here, but the consequence of a communication model issue.
Isoc traditional model was strictly hierarchic : HQ- Chapter delegate- Chapter maembers
People love to have face to face meeting , so regional chapter meetings was settup. This solves Chapter leaders to chapter leaders communication issue. Not enough , we are forced to put 4 delegates to the chapter delegated list to catch up.
I think Isoc will grow naturally and succeed when any isoc global  member will be able to communicate to any global other member on specific issues .
A decentralised web of chapter members versus a hierarchical , planned model . Identity is the only central thing Hq should care of and channel the expertise on strategis subjects. With a bit of collaboration , we managed to setup an experimental yet working site http://www.anuntul.eu/wordpress/. Isoc members should be able to discuss anytime , anywhere , not just during big meetings like INET. This is how i would define success.
I would be pleased as a chapter manager to attend Inet Geneva (i attended Staockholm and Barcelona in the past ) , but if not , life goes on, not big deal, we have send anyway  a young and dynamic person to represent Romania.
