[Chapter-delegates] Breaking the silence on the Global INET

Hi Ann, Ed et all,
I'd like to remember the possibility of setting up "local hubs" for remote
Chapter participation on the INET event.
As ISOC have and use the WEBEX platform, one possibility is to set up (in
each Chapter that want's to and may do it) a meeting-room with a big screen
and a camera... also, it might be a Chapter designated moderator in each
Hub and an ISOC designated one locally at the INET event so as to
coordinate questions, answers and remote participation in general.
