As far as I understand the Swiss legislation:

There is a (regular) review of the law done by federal government (Bundesrat):

on page 42 there is discussion on net neutrality and it concludes
that measures to prevent discrimination in traffic "could 
be considered", considering new developments in the area.

Basically the motion calls the government to consider revision
to the law, citing additional argument about freedom of expression.

As far I understand Swiss system if this motion is accepted, the
government will look deeper into this issue, produce additional
report and might propose some changes to the law which then will
be discussed.

This happened before when for example the government has done the review
of the copyright situation where it concluded that current protection
system is balanced and no additional measures to protect copyright
are necessary (roughly, from what I remember without referencing the
document). This was in response to a similar motion where
a question was raised whether current copyright protections
are not too weak for the digital age.
