[Chapter-delegates] Net Neutrality may become part of the Swiss Legislation soon

This would be a fabulous initiative!

For our next phase of building action toolkits onto the Chapters toolkit
that already exists.

It would also be worthwhile to compile some of the associated laws and
regulations, resource permitting, such as interception acts, data
retention acts, privacy of communications etc.
