[Chapter-delegates] Net Neutrality may become part of the Swiss Legislation soon

Hi all,
I would point at policy efforts which influence pricing structure in
telecommunication and access to the net.
In some countries state is pumping enormous money into physical
infrastructure. As they are building motorway highway, there are build
fiber highways. In Eastern Europe the public funds are the European
Union funds which demands to observe competition law, and is not
allowing government agencies to become operators. There are strict
rules and real monitoring.
Additionally, as Digital Commissioner wrote in their blog:
http://blogs.ec.europa.eu/neelie-kroes/im-a-fighter-not-a-bureaucrat-new-digital-priorities-in-2013-14/
"This is personal for me. I am 71; I don’t have to do this job. But I
want to. I want to because I am inspired by this new generation, and
want them to see the value of Europe too. [. . .]
There are some legislative elements – like the Cybersecurity Directive
that is planned. But instead of just spending more money or writing
more laws, in most cases in the digital world, you can do more and
quicker by just bringing people together.
This is why we run so many dialogues – like with copyright; or build
coalitions – like for kids online and to increase jobs and skills.
Don’t take the lack of regulations and directives as a sign of
weakness or a lack of ambition – it is a sign that our brains are
working."
In other words, what we need is a right mix of market and public
policy. This feature is lacking in the contemporary US digital
strategy.

> BTW Friends in other ISOC Chapters and in HQ (Markus, Sally, Frederic, who else?): we NEED a compilation of laws and regulations on Network Neutrality that all of us can consult, most desirably with a translation to English (even if not legally binding.) What do others think? Can we develop it from the Chapters up, with staff assistance if available? Can we use some of the community grant projects which are already operating to fund the translations?

> AND BY THE WAY... the same is necessary, in my view, for the emerging laws and regulations in many places (not only countries but also at the subnational level of provinces, states, cities, etc.) for a Right to the Internet. In Mexico alone we have already a few law initiatives being drafted or further, already submitted, and a slew will come.
