ISOC-Belgium-Wallonia Chapter
Dear Friends and Colleagues,
Our Chapter is a founding member – together with Catalunya and Slovenia –
of ISOC-ECC, the European Chapters' Coordinating Council.
ISOC-ECC has become a significant forum for cooperation among the European
Chapters to coordinate Internet policy issues such as IPR, ICT standards,
Network Neutrality and the ITU WCIT. We consider that cooperation and
coordination among the European Chapters continues to be essential,
particularly with regard to the European Union and other aspects of Internet
governance in Europe.
Furthermore, ISOC-ECC is currently the only specifically user-oriented
member of the European ccTLD Registry, EURid.eu
It was therefore with surprise and some dismay that we have learnt of the
unilateral action of the ISOC Board of Trustees on 21 September 2012 to
withdraw 'recognition' of ISOC-ECC and subsequently to require that
ISOC-ECC cease to use the ISOC Logo and trademark.
This measure reflects an attitude on the part of the ISOC BoT and staff which is totally old-fashioned and
inconsistent with the worldwide trend to democracy. Multistakeholderism which is in tune with
the ostensible position of ISOC at the IGF and elsewhere applies not only to sectors (governments,
business, cvil society, academia) but also to world regions including Europe. Democracy is one of the human rights.
Top-down decisions without negotiation, consultation or even prior notice is quite inconsistent with the declared values of ISOC.
The Internet Society and - for that matter the 'trademarks' - do not "belong" to the Trustees and staff.
In this context, whilst we welcome the presence of the European Bureau
amongst us, we find that it is necessary to make quite clear that it is
politically not acceptable for the Bureau or other ISOC staff to represent
ISOC members in Europe without the explicit contribution and consent of our Chapters.
The European Chapters' Coordination should be maintained. There is no
obstacle in ISOC for our Chapters to cooperate as we wish. The legal and
financial structure of ECC is clearly not affected by this wayward and
uncalled for decision by the Board of Trustees.
