[Chapter-delegates] On visual identity of FB pages

My solution, as Marcin mentions,was to use the ISOC globe with the
abbreviated chapter title underneath, also in blue and italicized. I added
a little blue framing too.

Marcin has pointed out, quite rightly, that I didn't use the guideline spec
blue RGB #000099 - I guess I was just feeling bright and cheerful that day!
Greg Wood has promised new stylesheets as part of the new website rollout.
