[Chapter-delegates] Internet Society Regional Bureau developments

Dear Anne,
With a dedicated Budget for each region which are now named for functional
support which includes Chapter support, is it visualized that all Chapter
support and Chapter funding shall henceforth be in the realm of regional
bureaus, decided by Regional Directors?
What would be significance of "enhanced accountability" ? Enhances
Accountability for Bureau-organized programs and events or does this include
oversight of Chapters and activities?
If Regional Bureaus have been elevated, is there a corresponding elevation
in centralized Chapter support? Even if there is, are regional bureaus
visualized as the channel between Chapters and Chapter Support?
Do Chapters become part of a new hierarchy, now reporting to the
Regional Bureaus?
Would Chapter interactions, as in this mailing list, be also be broken up
for greater control?
I have a lot more questions.
