thanks a lot!! this sure is helpful for progress in framing the issue.
In fact I think we would now be only one logical step removed from the very concrete question:

What can, and what cannot, a chapter expect or ask from the Regional Liaison in their region?

Derived from this and your description: given that the liaisons also have functional roles, if a chapter needs support or looks for communication on issues in that functional area, must the chapter go to the top and ask for the door opened, or can the chapter communicate directly with the regional liaison?

It sounds like much of the rearrangement is still going on so maybe some of these questions must wait - what can you say right now?
BUT that said, I beg you, Anne, to help us all understand better what the new roles and responsiblities are. As chapter leaders we constantly contend with the boundaries of these; and one of the most vexing frustrations I have as a Trustee and simulteaneously chapter leader is that I have never been able to get an explanation I can understand and work with (but then, I'm not the brightest bulb...)
In the December 2010 Board meeting, information was prepared regarding the plans to increase support for "Regionalisation". You can find the details here:http://www.isoc.org/isoc/general/trustees/docs/dec2010/b1-regionalization.pdf . There are several pages to this document, so I can try to summarise the essential changes so far in 2011, which are marked by the announcement sent earlier on behalf of Walda Roseman. In the document referenced above, the plans for 2011 stated:

" In addition to completing our alignment we will elevate the role, responsibility and expected results of our Bureau leaders. The Bureau leader will have broad multi-functional
responsibility for their region and will work in tandem with the functional champion in order to prioritize, plan and execute against ISOC annual goals respective to their region."

As a result, the Bureau Directors now have:

* Enhanced accountability. This includes accountability for programmes as well as revenue targets.
* A dedicated budget which they manage so that they can organise resources so as to be able to meet their annual programmatic goals.
* All Regional Bureaus now have named functional support (Public policy, communications, standards and technology, chapter support etc. ) and ISOC is adding additional dedicated staff where appropriate in line with the organization's priorities.
* Much tighter integration and support from other functional areas in the organisation so as to be able to meet their annual programmatic goals.
* And lastly a new title to reflect all of the above.

I hope this helps. I'd be happy to try to answer any further questions you have, or you also contact your nearest Bureau Director or Walda Roseman, ISOC's COO.

Many thanks
Anne

I'm a little confused as to the role of Directors vs. Trustees. Is there a
current organizational map anywhere?
Dear All,

I am forwarding the message below on behalf of Walda Roseman, Chief
Internet Operating Officer for the Internet Society.

Best wishes
Anne
---------------------------------------------------------------------
Dear Chapter Officers,

The Internet Society's Regional Bureaus are at the core of our
region-specific activities, covering functional areas such as policy,
technology, capacity building, and membership and business development. They
interconnect Internet Society staff, chapters, partners, organizational and
individual members on regional issues and programs, enabling these groups to
collaborate for the benefit and health of the global Internet.

We are pleased to announce the next steps for the Internet Society in
reinforcing the importance and effectiveness of the Regional Bureaus:

* Middle East region has been added to the portfolio of the African Bureau;
* The Regional Bureau leaders have been aligned with the level of their new
responsibilities and are now all Directors;
* A number of senior staff have been transferred to the Bureaus to support
key areas of priority. They include:
* Michuki Mwangi as Senior Development Manager for Africa and the Middle
East Bureau;
* Christian O’Flaherty as Senior Development Manager for Latin America
and Caribbean Bureau;
* Staff in other functional areas will provide enhanced support to the
Bureau Directors as they seek to maximize the work of the Internet Society
in the regions.

NEXT STEPS in 2011

ISOC will further strengthen on-the-ground support for Africa and Middle
East and Asia. To that end, we have recently circulated a posting for a
"Manager, Regional Affairs" in Asia (see:
http://www.isoc.org/isoc/general/career/asia-manager.shtml). Please
forward this link to any interested persons or groups as appropriate.

For more information about the Regional Bureaus, please visit the Internet
Society website at: http://www.isoc.org/regions/.

We look forward to working ever more closely in partnership with you in
2011 and beyond.
