see below.

In the December 2010 Board meeting, information was prepared regarding  
the plans to increase support for "Regionalisation". You can find the  
details here:http://www.isoc.org/isoc/general/trustees/docs/dec2010/b1-regionalization.pdf 
. There are several pages to this document, so I can try to summarise  
the essential changes so far in 2011, which are marked by the  
announcement sent earlier on behalf of Walda Roseman.   In the  
document referenced above, the plans for 2011 stated:

" In addition to completing our alignment we will elevate the role,  
responsibility and expected results of our Bureau leaders. The Bureau  
leader will have broad multi-functional
responsibility for their region and will work in tandem with the  
functional champion in order to prioritize, plan and execute against  
ISOC annual goals respective to their region."

As a result, the Bureau Directors now have:

* Enhanced accountability. This includes accountability for programmes  
as well as revenue targets.
* A dedicated budget which they manage so that they can organise  
resources so as to be able to meet their annual programmatic goals.
* All Regional Bureaus now have named functional support (Public  
policy, communications, standards and technology, chapter support  
etc. ) and ISOC is adding additional dedicated staff where appropriate  
in line with the organization's priorities.
* Much tighter integration and support from other functional areas in  
the organisation so as to be able to meet their annual programmatic  
goals.
* And lastly a new title to reflect all of the above.
