[Chapter-delegates] Internet Society Regional Bureau developments

Joly,

Trustees are the collegiate body that steers ISOC; elected by chapters and 
organizational members as well as some designtated by IETF/IAB.

Diretors report to the CEO or VPs, for all I know. They are staff, 
salaried in principle.

BUT that said, I beg you, Anne, to help us all understand better what the 
new roles and responsiblities are. As chapter leaders we constantly 
contend with the boundaries of these; and one of the most vexing 
frustrations I have as a Trustee and simulteaneously chapter leader is 
that I have never been able to get an explanation I can understand and 
work with (but then, I'm not the brightest bulb...)
