[Chapter-delegates] Short video explaining the IETF

Dear Anne,


Thank you for your reply. The difficulties in integrating a new method for
considering Chapter recommendations in the IETF fellowship process is
understood. However, I wish to make a long term suggestion that would
integrate a sub process for considering Chapter recommended candidates for
ISOC fellowships.

It is interesting to know that ISOC is working on an IETF outreach program.
When the framework is ready, we will eagerly offer our inputs for further
improvement as also participate in the program as a Chapter.
