I am afraid the cost of maintaining this  would be substantially greater
than  0 for the HQ DNS admins. Think they would have to update the NS
records the sub-domains, plus DS keys for sub-domains, etc..  I am not
sure all chapters have their own DNS server either. Hence, HQ would have
to administer the sub-domain. Yet another cost.

More than a question of cost, it is also if it is relevant to have two
domain names. "ISOC" is meaningful and unambiguous in my local
community. "Internet Society" much less. Some less English-savvy  locals
translate it literally to French,  and think we are a commercial ISP :-)
