Hi Andreu,
This was also my initial suggestion, to have **.isoc.org and **.internetsociety.org aliases distributed  to each and every recognized chapter.
The cost for this operation would be 0 , it's just a matter making some changes in the dns.
According to Olivier, this setup somehow worked in the past.
Khaled suggestion is also good, chapters could ask for funding if the registration costs are high.
The intention was not to trying to push internetsociety.** over existing isoc.** , but to raise the issue of brand protection. 
The point is that  it's very difficult (cost time, money ) to recover a domain name after a registration made in bad faith.

But then I think:

Wouldn't it be easier to have (as we had long ago) a general and top level
domain  named   isoc.org  or internetsociety.org from where ALL the *active*
chapters could have their own subdomain, even if they're representing
countries or like in the case of Spain (probably the country with the
highest number of chapters per country, 7 chapters 1 country) which are just
local communities.

			ES.isoc.org    (same with internetsociety.org)
			CAT.isoc.org
			
ADVANTATGES:   you could know right away if the chapter was "alive" as it
would have a centralized management from HQ.
		   It would give a sense of a coordinated organization

All this without changing what we already have. Nothing happens if you've
also a ccTLD domain for your chapter:  it would be two ways to get to the
same place. That's why and for "domains" were invented for... to create and
organize a "domain of an organization"... we're going the opposite way until
now.
