Regarding Android, the
situation varies widely. Some carriers customise the ROM, others deliver
the phone manufacturer's stock ROM. Additionally, you can install a
custom ROM, like Cyanogenmod. Have a look here to see how you can test:

My phone, running Cyanogenmod, does not.
