If was not our intent to start a technical discussion that might go beyond the scope of the list ( setting up an information site for final users might be a good idea), but to have elements of answer to the basic question : Is this legal in Romania, Europe and elsewhere? Millions of users are concerned.

Regarding Android, the situation varies widely. Some carriers customise the ROM, others deliver the phone manufacturer's stock ROM. Additionally, you can install a custom ROM, like Cyanogenmod.
