[Chapter-delegates] Translated versions of the Draft Affiliation Agreement now available - Last call for feedback

Dear Colleagues,
Any ISOC chapter is a branch of ISOC. In this situation ISOC chapters
have to operate according to ISOC regulations. But, besides these
regulations, there are also local regulations for each chapter in
each country; in some countries the regulations are liberal, in other countries
not so much liberal and do not welcome any foreign influence.
In this situation a reasonable solution may be to identify ISOC as
a union of ISOC chapters, where all of participants are independent.
The International Federation of Red Cross and Red Crescent Societies is
an example of such approach. Of course, ISOC has its own traditions,
and in our case ISOC can act, let us say, as the "first among others" -
it can develop policy, recommend best practice, provide grants, in
other words, it can continue its current activities.
