[Chapter-delegates] Rush - Comments Sought: Draft ISOC contribution to UN DESA consultation on enhanced cooperation

I found a way to file by email Joly.  It is done, even though the UN site is still unavailable from the Beijing airport.  I have a reliable report it can be reached from Boston, which is useful info re: blocking practices.
