[Chapter-delegates] Application to form a Chapter in Trinidad and Tobago

Hi Sabrina, all,

from long-term knowledge of some of the principals, and assuming all 
due-diligence work by Sebastian and others in ISOC staff has been 
satisfactory, I gladly support going forward with this Chapter.

Those members whom I know personally or through online reference are 
exemplary in their commitment to the healthy growth of the Internet, are 
intensely committed to their ideals, open to debate and discussion, and, 
very importantly, battle-hardened and knowledgeable in the thorniest parts 
of our environment.
