And I left a comment to suggest that the rest of the world should be
included and here is the response from State Department:

U.S. Department of State: Engaging the Community on Foreign Affairs
commented on their status:

"Participants in our International Visitor Leadership Program on internet
freedom from China, Colombia, Iran, Lebanon, and Moldova were present" [at
the Hillary Clinton meeting on Internet freedom]

So it looks like the meetings are engagement already includes the rest of
