I have taken part, and know that several others from outside US also have,
in some of Obama Administration State Department's online consultations via
facebook http://www.facebook.com/pages/CoNx-See-the-World/26365096875?ref=ts
for
instance in past consultations India and U.S.

Future of U.S.-Africa
Relations?<http://www.facebook.com/event.php?eid=25645679983&index=1>Analysis
of Obama's First 100 Days in
Office<http://www.facebook.com/event.php?eid=81707372704&index=1>
New U.S. Strategy for Afghanistan and
Pakistan<http://www.facebook.com/event.php?eid=66976300681&index=1>
and also a webcast of a meeting with Hillary Clinton.
These were State Department adobe meetings with good participation, well
organized, and receptive. The meetings that I participated in were during
March to June. At that time the meetings were lined up days in advance, and
reminders or personalized email messages were sent to follow up on
participation. Now I see that the facebook co-nx meetings aren't lined up
even for the next two or three days, but going by past experiences I believe
that these meetings of the Public Liaison and Intergovernmental Affairs must
also be open for participation by those outside US.
It should be easy to email them and ask them if there is any change in their
policy towards external participation.
