Dear Mr. Graham,
not sure, that our practice includes something unusual, just to describe
what situation we have in Armenia

   1. We have signed an agreement with the Ministry of transport and
communications (MOTC) in which we determined, that MOTC and
ISOC.AM will cooperate in Internet related issues, MOTC and
ISOC.AM will provide mutual consultation and participate in
development of telecommunications programs, etc. text is
available, ready to provide if necessary.
   2. ISOC.AM was defined as a monopolist in domain delegation activity
by The State Commission for the Protection of Economic Competition
of Armenia. Periodically we have to provide necessary economical
      information concerning ISOC.AM activity.
   3. ISOC.AM have established a special working group, which can revoke
a domain if it is proved that the domain is being used for
spreading spam and/or any illegal or inappropriate purposes (to
stir up an international, ethnic, religious discord, to abet in
international terrorism, to promote violence, to boost up
pornography, to support trafficking). Working group has among its
members representatives from governmental authorities. Of course,
standard procedure for revoke is also present -- court decision is
      mandatory for ISOC.AM.
