[Chapter-delegates] UN request for info on ISOC steps toward enhanced cooperation

Dear Bill,

As mentioned already by Christopher and Stefano, the introduction needs to to be made shorter. By now, the people in the IGF arena should know ISOC, and if they still don't want to, they never will. 

So, let us focus on what we have done WRT "enhanced cooperation".  My chapter has traditionally worked cooperatively with the government as well as the academic and private sectors. I know many chapters have done that for a long time. Would it be disrespectful to state that ISOC chapters have been doing "enhanced cooperation" at the local level well before the WSIS/IGF circus coined this concept ? 

Of course, the work of chapters in the context of ICANN needs to be underlined. It is also an excellent example that chapters actually can do a lot of work, if provided with enough resources. On the contrary, many chapters could not afford to attend IGF meetings. It makes the legitimacy of the IGF process weaker by not being more inclusive.  It may be worth reminding the UN that  "enhanced cooperation" does not happen automagically because they call for it. Not all players are on an equal footing when they need sufficient resources, among others.
