The Department has kicked-off the Stop. Think. Connect. PSA Challenge -- because all Americans have an important role to play in securing the Internet. 

We are looking for videos that will help educate Americans about Internet safety and what we can all do to protect ourselves and our families online. 

By submitting a video to the Department of Homeland Security (DHS), you agree to abide by the 
rules of the challenge as set forth below and these terms and conditions. Please visit http://www.dhs.gov/files/events/gc_1288978880238.shtm#2 to see the Comment Policy for this Challenge. 

The following rules govern the video submission and use by the United States Government. Failure to fully comply with the challenge rules or any applicable laws, rules, regulations and policies may result in rejection of video submission. The challenge rules include all applicable laws, regulations, or policies regardless of whether such laws, regulations or policies are expressly stated in these terms of use or incorporated by reference. DHS reserves the right to 
modify or supplement the challenge rules at any time and any changes are effective immediately upon posting. 

1. Contest Period. The Contest starts at 12:01 P.M. Eastern Time on November 8, 2010 and ends at 11:59 P.M. on February 14, 2011 (the "Contest Period."). All entries must 
be received by 11:59 P.M Eastern Time on February 14, 2011 in accordance with the instructions in section two (2) to be eligible to win a prize. 

2. How to Enter. To enter, take the following steps during the Contest Period: 

a. Create an original video ("the video") utilizing the Campaign message: "Stop.Think.Connect" and at least one of the following "Tips" (1) Keep a Clean Machine, (2) Protect Your Personal Information, (3) Connect with Care, (4) Be Web Wise, (5) Be A Good Online Citizen. More information on individual tips can be found at www.dhs.gov/stopthinkconnect. 

b. Upload the Video to the DHS Channel on YouTube at http://www.youtube.com/DHSEngage in response to White House Cybersecurity Coordinator Howard Schmidt's video. This is the only acceptable means of submitting a Video. 

c. Visit the "Stop Think Connect" Campaign Web site: www.dhs.gov/stopthinkconnect for a step by step guide for submission. 

d. The Video must be either thirty (30) seconds or sixty (60) seconds long and comply with the Web site terms, conditions, and policies at www.youtube.com to 
be eligible to win. 

3. Contest Rules. Videos must meet the following requirements in order to be eligible: 

a. Videos must be either thirty (30) seconds or sixty (60) seconds long. 

b. Videos must include the Stop.Think.Connect message. 

c. Videos must include one of the following "Tips." 

i. Keep a Clean Machine 

ii. Protect Your Personal Information 

iii. Connect With Care 

iv. Be Web Wise 

v. Be a Good Online Citizen

d. Videos must be suitable for use as promotional materials for the Department of Homeland Security or any other State, Local, or Federal Agency. This means no profanity, violence, defamatory statements, or nudity, no invading the privacy 
rights of any person or entity, and no promotion of services, products, or partisan political or religious objectives. 

e. Videos must be original creations. No copyrighted music, video, or images may be used in the Video. 

f. Videos previously produced for compensation are not eligible. 

g. Videos may not display the Department of Homeland Security seal or logo. 

h. Videos must either be captioned by the author, or use the Google auto-captioning service. All moderated videos will be captioned. Information regarding Google auto-captioning service can be found at: http://www.youtube.com/watch? v=B6jXPpqVPVI In addition, the winning video submitter may be required to provide text transcript of spoken information for use in final captioning for government posting. 

i. Employees of the Department of Homeland Security are not eligible to participate in the Stop. Think Connect PSA Challenge. However, employees' families and Department of Homeland Security contract personnel may participate provided that their participation does not raise an actual or apparent conflict of interest, which shall be determined by the Department of Homeland Security at its discretion.
