[Chapter-delegates] Application to form a Chapter in Bangalore, India

Dear Colleagues,
Thanks Ram, and everyone who has provided feedback on this
application. I have read all the emails and have a few clarifications
to make based on current procedures and practice as well as offering
some thoughts, first about the general case and then about this
particular application. Apologies for the length of this email.
1) Policies
The current policy at http://www.isoc.org/isoc/chapters/policy/ states
the following about the "scope" of Chapters in point 3:
"Chapters may be established on a non-exclusive basis to serve the
needs of any specific, cohesive community of interest. Multiple
Chapters serving overlapping communities are not permitted."
Chapters are established on a non-exclusive basis, and providing there
is a not an overlapping scope, Chapters can (and do) exist in the same
area. For example, there are 6 Chapters in Spain (a Madrid Chapter, a
Spain Chapter, a Galicia Chapter, an Aragonese Chapter, a Catalonia
Chapter and an Asturias Chapter).
It is probably useful to look at the purpose of Chapters. The policy
is sufficiently flexible to allow different formats of Chapters to
exist and co-exist (from which ISOC derives much of its strength):
"Chapters of the Internet Society are expected to serve the
interests of a segment of the global Internet community in a manner
consistent with the mission and principles of the Internet Society.
Through a presence local to its community of interest, a Chapter
focuses on issues and developments important to its community. A
Chapter recognizes, honours, and uses the culture, customs, and
language of its community. Every Chapter shall have an explicit
statement of purpose.
Clearly this needs to be interpreted with some sensitivity and no two
cases are alike but providing that needs are being met and the work
and mission of the Internet Society is being advanced in a meaningful
way, city based, regional and national Chapters can happily co-exist.
Finally, a member can become a member of any other Chapter as they
choose. No one Chapter has a "right" to a member. An individual
chooses the one that matches their interests most closely.
2) Procedures
When we receive a Chapter application where there is already a Chapter
operating we attempt to direct the applicant to the existing Chapter
as a first response.
3) This application
For the reasons that Ram outlines, and based on other feedback in the
region, we feel that the proposed Chapter and the existing Chapter
have a sufficiently large population (5 million and 7 million
respectively), cultural identity and linguistic considerations to
warrant separate Chapters. However in this case, there was probably
some oversight on our part in notifying the Chennai Chapter earlier in
the process for which we apologise. We will also take steps to ensure
that the scope is sufficiently different and will work with both
groups to reach an agreement.
As a side note..I have indicated in earlier messages that an important
piece of work is to revise the Policy framework for Chapters. Some
excellent preliminary work has already been done in the Sphere Labels
group, and this work will soon be developed further with the help of
Peggy Hoffman to help us build a revised policy framework for the
"Chapter of the Future". If you are interested in joining this
