[Chapter-delegates] Application to form a Chapter in Bangalore, India

Anne,
Thanks for this.  The one thing that I do feel kinship with Siva is that 
he (as Chapter lead) did not get early notice on the Bangalore situation 
- as you say below, that was an oversight, but it would probably cause 
me heartburn if I was in the same situation.

In any case, let's try to move forward - we learn from these; I'm 
personally excited to see more chapters getting formed in India.
