[Chapter-delegates] Application to form a Chapter in Bangalore, India

I support this application. Chennai (pop. 7 million) and Bangalore
(pop. 5 million) are two large metros, and would potentially draw from
completely different sets of members. A person from Bangalore would
_not_ reasonably identify themselves as belonging to the "Chennai"
region. The main language spoken in Chennai (Tamil) is different from
that spoken in Bangalore (Kannada). A little known fact might be that
in pre-independent India (pre 1947), these were separate kingdoms.
ISOC would be well advised to take into consideration the cultural,
linguistic and political tinderbox by calling Bangalore a part of the
Chennai region.
In North American terms, it would be the equivalent of trying to say
that Washington DC & New York should merge chapters because they are in
the Northeast region of the USA. Sébastien's proposal of one ISOC
chapter per country reads to me (in Indian terms) roughly as: "We should
only have ISOC-EU because all states in the EU are part of the EU."
Siva's case would be bolstered if ISOC Chennai changed its charter and
focused on being a regional organization. But in its current avatar, it
is recognized as ISOC _Chennai_ and as a result will be constrained more
by its geographic selection of the metropolitan region of Chennai.
