Hello Frank Martin, Joly MacFie,

Thank you for your comments. The issue is that the Chennai chapter happens
to be a chapter chartered to cover the region including Bangalore. We
already have 34 members from Bangalore (out of 120 members, so 30% of the
chapter members are from Bangalore. We have had programs, we have planned
more programs, so the first response from ISOC HQ to any interest by anyone
from Bangalore should have been to direct them to join the existing chapter,
rather than to carry it forward to such a level that the existing chapter is
surprised with the bifurcation proposal
