This is not a question of distance but of history in the Chapters creation.
Say ISOC HQ encourages the creation of a chapter in Frankfurt, without talking about it to ISOC Germany.

The Bangalore chapter proposes to represent the Maharashta region,
including the large cities of Mumbai and Pune, at a greater distance,
albeit on a non-exclusive basis.
The distance from Bangalore to Chennai is 334 km (192 miles)
Here in the USA we have chapters In New York, Philadelphia and DC -
cities that are as close or closer.
