[Chapter-delegates] Communications materials development

Hi Khaled

On the subject of the translation, the Annual Review and Chapter  
Review is in the process now. We will also get some of the new "about  
ISOC" materials translated in the coming weeks.

As material comes in, I'll send messages to the sphere-translate group  
to seek help in reviewing the translations.
