Yes, ISOC will be responding to this inquiry.  ISOC has an important  
obligation on a matter as critical as this for the future of the  
Internet and the Internet model as a whole.  I want to reaffirm that  
in line with our mission we will need to consult broadly -- within  
ISOC, but also within Internet community, IETF, etc., to ensure the  
most appropriate response possible.  Consistent with that mission, I  
will be launching a consultation today to gather your and other  
Chapters' and members' views.  I've talked with Anne this morning, and  
am going to try to use a process based on the Sphere model.  I'd be  
happy to hear feedback on the process itself, as well as on the  
issues.  Given the complexity of the issues, it may be hard to  
completely comply with the model, but let's treat this as a learning  
experience for all of us and work for improvement.
