Jose Francisco es exactamente lo que dice mi email que es mejor hacer esto en las oficinas centrales de las corporaciones por que esos lios tuyos son de todos con MS y cualquier compania que no tiene problemas en aportar en otros paises pero les cuesta hacerlo en los nuestros por muchas razones entendibles todas.

Carlos Vera, Wendy, and all members. 
While the contribution of large companies that would become Sponsors of the chapters and their activities and would make an adequate diffusion of the Internet, is very interesting, I think that this should be handled from headquarters Central. The reports a real fact 
Here in Lima I am organizing an event for people with disabilities and ask for a Center for Information and Communication Technologies, Microsoft Software at a special price. Colombia me contesto, although here there is an office in Lima, but to make matters worse my compatriots gave endless obstacles ....¿ not have been better that the Redmond headquarters had made the application?. 
Sometimes large organizations that support the inclusion of work, not aware of the mismanagement that is done in some countries, however if this is reported to headquarters the other would sing. 
I hope not be discordant with my opinion

Si bien el aporte de grandes compañias que se transformarian en Sponsors de los Capitulos y que les permitiria hacer actividades y una adecuada difusion de Internet, es algo muy interesante, considero que esto deberia manejarse desde la Sede Central. Les comunico un hecho real. 
Aqui en Lima estoy organizando un evento para personas con discapacidad y solicite para un Centro de Tecnologias de Informacion y Comunicacion, Software de Microsoft a un precio especial. Colombia me contesto, a pesar que aqui en Lima hay un Oficina, pero para colmo de males mis compatriotas adujeron un sin fin de trabas....¿No hubiera sido mejor que la Sede central de Redmond hubiera hecho el tramite?.
Hay veces las grandes Organizaciones que apoyan la inclusion laboral, no saben de los malos manejos que se hace en algunos paises, en cambio si esto se reporta a la Sede Central otro seria el cantar.
Espero no ser discordante con mi opinion
