I went through it - I've posted my full comments to Anne & Wendy but a
couple I'll mention here

Overall it's an excellent job. I didn't find one spelling or
grammatical error. Just a couple of missing words, and some formatting
glitches. I have a couple of suggestions / factual corrections.

I am looking at Arial .pdf - I'm unable to cut and paste from the doc
- gives me code instead of ascii? Could be me? - brand new Adobe
Reader on fresh install of Windows 7.

==================
Section 1

There are double Sections 1.4 and 1.5

https://members.isoc.org/PortalTools/NewUser/Index.cfm is no good
members.isoc.org is not found..

===========================
Section 2

Step 1.B. b (multiple chapters) - this could need some clarification
- maybe a note to see Section 2.2 below.

Step 2. Proof. needs the word 'founding' before 'members of another chapter'.

2.2 still needs clarification. For example: national vs local.

==========

Section 3

1.2.2 leaderless

Oooh! Shirky is not the author of "Starfish' - it's Rod Beckstrom!!!
aka president of ICANN and there's no blog at the site.

7.2.2
"The
event was initiated in response to the announcement that ICANN’s Joint Project
Agreement with the U.S. Government had expired, leading it to become a truly
independent organization."

Um, some argue that ICANN is not "truly' independent as long as long
as as USG controls the root etc. The event was actually in response to
ICANN plans to re-organize representation in the Generic Names
Supporting Organization (GNSO), leading to serious differences of
opinion between the Non-commercial Users Constituency (NCUC) and the
At-Large Community, in both of which ISOC-NY participates. The event
helped establish a new spirit of co-operation between the two groups.

You can also link the two events:
Participation: http://www.isoc-ny.org/?p=245
ICANN: http://www.isoc-ny.org/?p=886

10..6.2  Logos

The ISOC logo shown is a weird color, and the ISOC-Hungary logo is
oddly distorted.

Can we mention a canonical RGB value for the ISOC shade of blue?

My last comment would be that there should be something about catering
to the disabled community, members or otherwise.
