Dear All;

Palestine is the middle of a lively debate about the new telecom law that
will establish a Telecom Regulatory Authority. Many issues are being
discussed were ISOC was active in calling for an Independent Authority to
properly liberalize the market. One issue that we'd appreciate you specific
feedback on is consumer / user protection. We would like to propose
legislative CLAUSES to be included since the principles are covered well.

Could you please share with us relevant and specific clauses in the laws of
your countries or international standards you know of that relate to:

1. Public consultation processes

2. The public Right to know about new regulations

3. Public right to protest and complain

4. Public right of quality of service and measures to ensure that and
corrective measures that can be taken

5. Anything else relevant to user, consumers and the public.

Very much appreciated and you can email me directly if you wish

Rami Wihaidi

Vice Chairman

ISOC-Palestine
