[Chapter-delegates] Isoc and French plan for Internet and new media

The french government has announced an impressive plan aiming to restore 
the french leadership in european internet in the coming years.
There are over 100 measures , here are the relevant ones  :
   - broadband acces will be guaranteed by law in all areas , including 
rural ones
   - 3g acces on mobiles will be generalised
   - analogic television will disappear by 2012
   - the internet content will be developped and generalised (video 
games , health , egovernement)
   - the health card (all french citizens have a health smartcard) will 
have electronic signature and encription capabilities
   - the encrypted  medical record will be accesibile on internet
   - the remote work will be encouraged
   - ehealth services are to be developped all over France
   - Ipv6 will be assured and deployed in the coming years
   - Icann has to evolve into a multilateral body


We were the first to critic the Hadopi plan when it happened, but we had 
to admit that if only  half of the announed measures are  implemented , 
it would be in benefit of the french Internet users .
I would like to know if Isoc France was involved in this plan , and how 
we (isoc Ecc ) can react as well when we see something positive for the 
Internet users in Europe.
I see the opportunity here to make some projects related to the 
announced measures.
