[Chapter-delegates] ISOC comments: ICANN Improving Institutional Confidence consultation

Dear Chapter delegates,

Following on the request for comments below, I received three sets of  
comments from members.  All of them expressed support for the  
positions ISOC took in its July 31 comments, and requested that three  
of them on substantive areas be re-emphasized or strengthened in light  
of the second draft from the PSC.  There were also two comments on  
procedural matters.  Because all the comments were supportive, and  
because there was not any radically new material in the PSC paper, I  
prepared a response reiterating the July 31 notes, but adding emphasis  
to some points, and have submitted them to the ICANN site (see  
attached).  As you will see, these comments do not change the ISOC  
position in any way.

Interestingly, two of the replies mentioned that the ICANN  
consultations are moving too quickly, and that is one of the points I  
made.  I also contacted ICANN staff and made the point personally.  I  
am assured that the next, probably final draft of the paper will be  
released either before or at the Cairo meeting, and that there will be  
a much longer period for gathering comments.  That will give us time  
to do an initial call for inputs, and to circulate a draft ISOC  
response for comment before submitting it -- a situation I much prefer.

As always, I will be happy to discuss the way forward on this  
challenging consultation.
