[Chapter-delegates] Application to form a Chapter in Delhi (India)

Dear Colleagues,

The following application for a Chapter in Delhi (India) has been
received. It is being sent to this list for peer comment and review.

Please note that this is a rejuvenation effort, the new Chapter is not
yet formed and has not officially been recognised by ISOC.

If there are people on this list that know the individuals proposing to
establish the Chapter, feedback is especially welcome.

The period allowed for comments is two weeks and the deadline is October
24th, 2008.

A. Proposed name of the Chapter
Delhi Chapter of Internet Society

B. Community of Interest the Chapter will to serve
This Chapter will serve persons who live or work in National Capital 
Region (NCR), which consists of Delhi and some designated nearby areas.

C. Purpose and Scope of Chapter
We had informal discussion groups of various stakeholders in the field 
of Internet and Telephony in Delhi, it being the National Capital, and 
all the policy making bodies being stationed here. The formation of ISOC 
Delhi Chapter helps in bringing various stakeholders on one platform, to 
talk about these topics in an informal fashion, and also to undertake 
some activities on Internet awareness, and new technology topics like IPv6.

G. Additional Information
The list of initial members is indeed varied, with persons from all 
walks of life- Industry, Academia, Government, Law, NGO, Media etc. Most 
of them are well known in their fields, and bring vast experience with 
them. Formal recognition of ISOC Delhi Chapter will result in more 
frequent and more meaningful meetings of this group.

1. How is this Chapter related to other Chapters?

Delhi chapter of Internet society will be undertaking physical meetings 
and activities in the NCR (National capital Region), which includes 
Delhi and some nearby designated areas. As a chapter of ISOC, the area 
of focus would be to ensure long term viability of Internet in this 
region which would be developmental all round rather than in conflict 
with any other chapters in India. Infact in India the Regulator has set 
a tradition of consultative and collaborative model for developing the 
vision in the communications sector, and we will follow with the 
tradition of a consultative and collaborative programme for the 
unfettered growth of Internet. We currently have a lively interaction 
going on with the Chennai Chapter also, and if we take up activities 
like IPv6 workshops, and online courses etc, we keep them well informed. 
We expect some more chapters of ISOC to also come up in some other 
cities, which would assist in the awareness, proliferation and viability 
of Internet in all regions in a very collaborative manner. Combined and 
collaborative efforts always yield a better execution of the vision, 
which is central with ISOC globally.

2. What will this Chapter be doing?

Delhi chapter of Internet society is taking up Internet awareness 
activities and participating actively in various forums, including 
interaction with the various policy making bodies and the national 
regulator on regulatory and policy issues. It is also focusing on 
activities like Growth and penetration of Internet Usage, IPv6, 
Broadband etc. It is also actively involved in Internet Governance 
Activities in India, as the next meeting of the IGF is being held in 
Hyderabad, India in December 2008. ISOC Delhi Chapter will extend the 
leadership of ISOC in ensuring the viability and scaling of Internet in 
its area of operation. And would like to assist in setting Internet 
related standards.
