[Chapter-delegates] Feedback Requested: ISOC Project Funding turn out

Thank you all for your candid feedback both on and off list.  I will  
cull your responses and bring them up for discussion at the selection  
committee meeting.

Two comments at this time: Project Funding monies are open to ALL  
chapters, not just to specific geographic regions.   Chapters that  
were unsuccessful in previous rounds are encouraged to apply in  
subsequent rounds.
