[Chapter-delegates] Application to form a Chapter in Delhi (India)

Hello Sabrina and All,

It is very encouraging to see a positive interest by officers and Executives
of the Ministry of Information Technology of the Government of India, the
ISP Association of India and and the National Internet Exchange of India to
be a part of ISOC and to interact with various policy making bodies.
Participation by the Government of India, NIXI and ISPAI, represented by
this group of Individuals would indeed bring in valuable inputs to further
the ISOC mission and the Internet Policy making process.

However, the choice of category of membership - as a  Chapter -  could be
modified.  ISOC has individual and organizational member categories. Could
we think of an enhanced category - Association Membership and Quasi
Governmental Membership to include the ISPAI and NIXI with a slightly
enhanced status than as a Chapter of individuals?

Chapters are constituted by individuals and an ISOC Chapter has the identity
of a Civil Society entity. The views and local policies of any ISOC Chapter
are deemed to be the views of Civil Society. The Internet Community
prima-facie assumes that an ISOC Chapter is a Civil Society.

The views and inputs from Governmental Organizations, Business Corporations
and Industry Associations are valuable, respected and forms an integral part
of any policy making process. But the positions of Government needs to be
presented as positions by Government, that of Business and Industry Groups
as positions by Industry.

Stakeholders need to come together on Internet Governance and on several
policy issues, but they need to be seen in their respective hats. This is
the essential requirement to ensure a balance between stakeholders in forums
where various stakeholders claim their stakes.

If I may cite an imaginary example, a group of Business Corporations that
sell goods and services to the Consumers may not join together to form an
association titled "Consumer Forum" and say that "we" are completely happy
with the goods and services.

I was present at the APNIC 24 / SANOG event in 2007 when the ISP Association
of India expressed a keen interest to form the India Chapter. Initially the
proposal was that the ISPAI had the required resources to build up a
national chapter, would form the chapter, provide office facilities etc.
During the last one year, considerable effort must have gone in to shape the
proposal to form a chapter.

The proposal now comes from a well connected team of individuals of rank,
position and resources to achieve the activities as initially proposed -
growth and penetration of Internet,  IPV6, Broadband etc. -  in India.  A
desire on the part of these organizations and individuals to be a part of
ISOC ought to be respected and well received by ISOC, but not as an
application to form a Chapter, but to be a part of ISOC in a Special
Category of affiliation.
