Hi,
I think that Eduardo has one of the strongest points, the difficulty of
finding matching funds is high for many chapters.
OTOH I do think that ISOC needs a show of something that makes them more
credible as recipients of the funds.
Franck is right too but the entry barrier is a significant factor.
I do think then that we must also work together to learn from practice
what is possible in terms of partnerships between chapters and other
entities in their (our!) countries. One of the things that is measured by
contributing matching funds is that the chapter is active and connected in
its community.
So, let's work this out further...
