[Chapter-delegates] Feedback Requested: ISOC Project Funding turn out

I think we are missing a feedback loop and promotion of successful projects, so we know which one worked, etc.. in short increase karma points so more want to earn them...

you may have also a burnout, chapters already involved in projects and not being able to submit more.

Dear Chapter Delegates:

As you may know, the current application cycle for the ISOC Project  
Funding programme is closing today.  To date we have received a very  
small number of applications; typically we receive 30-40  
applications.  To date we've received 14 for this round.

I am writing to you today to request your feedback on why we have  
received such few applications for grant funds.  I welcome your candid  
responses both on or off list.

Five chapters have applied for funding and eight global members.
